Report of the Committee of Voters of Ukraine of Activities Undertaken in April – August 2009

In April 2009, the CVU leadership changed. Upon transfer of Ihor Popov, Chairman of the CVU Board, to public service, Oleksandr Chernenko was elected the new head of the organization

Over the period under report, CVU implemented the number of projects.

The Information campaign for raising awareness of necessity of the election reform and the “open-list” parliamentary election. Then, the issue was of great importance to Ukraine, and CVU actively contributed to its development. It did not require significant funding but had positive effects upon the CVU’s image. They conducted the number of events in Kyiv city and oblasts; voters sent several hundred of faxes and e-mails to national deputies in support of the election reform. CVU statements have got great publicity.

CVU conducted the comprehensive monitoring of political parties on the eve of the presidential election using CVU’s own resources in oblasts. In addition to research performed by regional representatives of CVU, they surveyed 100 Kyiv-based and local experts about their attitudes towards party development in Ukraine. Monitoring results have been presented in Kyiv and several oblast centers.

With the assistance of the Renaissance Foundation, CVU oversaw the independent external valuation (testing) of school graduates. CVU conducted oversight of the independent external valuation in Khmelnytsk, Kharkiv, Dnipropetrovsk, Ivano-Frankivsk, Volyn, Odesa, Kyiv, Donetsk, Chernivtsi, Zaporizzha, partly in Cherkasy regions and the city of Kyiv. Representatives of the Committee of Voters of Ukraine oversaw external valuation at 96 testing points out of 385 ones located in the above-referred regions.

CVU oblast branches implemented the number of regional programs and oversaw local snap elections.

CVU representatives took part in the foreign observation missions. Together with the ENEMO and OSCE missions, CVU members worked in Albania and Kyrgyzstan; head of Donetsk branch Serhiy Tkachenko chaired the ENEMO mission in Molodva.

Also, organizational work was performed. In April 2009, the CVU Board conducted its meeting. Because of changes in leadership, CVU has re-registered documents with the Ministry of Justice. As of August 2009, all legal issues dealing with administrative changes have been solved. The organization works under routine procedures.

Currently, CVU is getting ready to the presidential election and prepares all required documents. CVU was one of initiators of establishment of the Coalition of NGOs, which was presented on July 17, 2009, in six months prior to the election.
