28 January 2001  - elections of people’s deputies to the Supreme Council of Ukraine in constituency #19 (Pustomyty) and constituency #23 (Sokal) ,  Lviv region,  by-elections.
Preliminary conclusions of L`viv Regional Public Organization "The Committee of Voters of Ukraine" about elections to L`viv regional council for the positions of deputies, which went to the constituency No. 19 (Pustomytiv district) and constituency No. 23

On January 28, 2001 in Pustomytiv district (constituency No. 19) and Sokale district (constituency No. 23) of L`viv region elections of deputies, to the positions of gone ones, were carried. These elections were caused by the fact that regional council deputy of constituency No. 19 died, and regional council deputy of constituency No. 23 change the place of work and went to another region of Ukraine. In general, there are about 200 polling stations in both constituencies, and thus L`viv Regional Public Organization "The Committee of Voters of Ukraine" made the main stake mobile observation of these elections. 20 LRPO CVU observers worked in 23-rd and 19-th constituencies at the day of voting, which were divided to 4 mobile groups.

Pre-electoral agitation. Pre-electoral agitation in both constituencies was carried rather inertly. Agitation materials practically were not hanged and there were no meetings with voters (except little alone cases). This is caused, first of all, by the fact that there was no brightly seen competition between candidates in constituency No. 19, and there was only one candidate in constituency No. 23. 6 candidates were registered in constituency No. 19 before beginning of electoral campaign: Gadzalo Ya.M. (APU), Kozak R.I. (CUN), Mashak Ya.I. (Rukh), Moroz Ye.S. (All-Ukrainian union "Bat`kivshchyna" ("Motherland"), Mudryy Ya.Ya. (SNPU), Semak S.S. (self-proposed). But three of them went off before the day of voting. Many of them gave his "votes" to undoubted leader of pre-electoral race Gadzalo Yaroslav Mykhayvovych. Two candidates were registered in constituency No.19 before electoral campaign: Tkachuk L.F. and Gadzalo Ya.M. But in connection with the fact that Gadzalo Ya.M. was a candidate in another constituency (constituency No. 19), he took off his candidature.

Course of voting. In general, voting passed calmly. Regretfully, observers from the candidates were practically absent on polling stations in both constituencies. There were only observers from LRPO "The Committee of Voters of Ukraine" and candidate to deputies Gadzalo Ya.M. As always, village polling stations gave traditionally high appearance of voters. No facts of mass throwing ballot papers in boxes and another rude violations were registered. Observers from the Committee of Voters of Ukraine registered not significant violations on some polling stations, which didn`t make considerably influence on voting results. Violations were not considerable and had no system character. It is also worth mentioning that members of station commissions positively reacted on observer`s remarks and corrected situations, which caused violations of electoral legislation, on all polling station, visited by the observers of the Committee of Voters. No rude violations, which could make influence on voting results, were registered.

Votes counting. During votes counting on polling stations, where observers of LRPO "The Committee of Voters of Ukraine" were present, no violations of procedure, determined by legislation, were observed. After obtaining of result and making minutes, the 2-nd copy was hand for general acquaintance.

Conclusions. According to conclusions of LRPO "The Committee of Voters of Ukraine" elections of deputy to L`viv regional council in constituencies No. 19 and No. 23 were carried, in general, with adherence of conditions of valid Ukrainian legislation about elections. Violations, which took place, were not essential and couldn`t make influence on results of elections.
