80% of Ukrainian parties exist only on paper, - CVU

Only 20% of the 353 officially registered parties in Ukraine can be considered as a real political force. Such conclusions can be made based on the analysis of party reports on property, income, expenses and financial obligations.

Thus, 79 out of 353 parties, did not submit financial statements for the 2nd quarter of 2018, despite the requirements of the law. Another 197 parties filed blank documents without specifying any costs over the period April-June 2018.

Similar tendencies were observed in previous periods. Thus, 82 parties did not submit financial statements, and empty reports were submitted by 180 political forces in the first quarter of 2018.

Among the well-known political forces that de facto filed blank reports without officially spending a single penny in May-June, such parties as Christian Socialists of Mikhail Dobkina, Volodymyr Zelensky party Sluha Narodu (Servant of the People), The Public-Political Platform of Nadiya Savchenko, Ukrainian sea party of S. Kivalov.

There are also some parties that showed symbolic expenses: 28 parties spent over three months from 13 UAH up to 8 thousand UAH.

Quarterly submission to the National Agency for the Prevention of Corruption financial statements is one of the requirements of the Law "On Political Parties". According to the Code of Ukraine on Administrative Violations of the established procedure or terms for filing a report of a political party on property, income, expenses and financial obligations entail a fine of three hundred to four hundred non-taxable minimum incomes of citizens (5100-6800 UAH).
