LIST OF CONSTITUENCIES WITH VOTE COUNT PROBLEMS

While political parties and candidates celebrate their victory in the elections some constituencies have serious tabulation problems. The situation in Donetsk (DEC №59) and Mykolaiv oblasts (DEC №132) is particularly difficult. Zhytomyr (DEC №66), Chernihiv (DEC №205) and Lviv (DEC №125, DEC №121) oblasts have technical problems with vote count.

In Donetsk oblast district election commission №59 stopped working. Some DEC members ignore commission meetings. District commission meeting   was appointed at 10 AM but was not started. DEC members who did not come to the meeting are not in touch.

The district commission works in a very stressful situation. Different political forces constantly develop conflicts. The main confrontation is between two majoritarians - Valentine Man'ko and Serhiy Sazhko.

We should mention that earlier observers recorded abnormal turnout at different polling stations of constituency №59. In particular in Novopetrykivka turnout differed significantly at three polling stations. If in PEC №140113 turnout was 48.85%, at PECs №140114 and №140115 turnout was 73,98% and 77.03% respectively. Moreover, the minutes of PECs located in Velyka Novosilka are delivered to DEC very slowly. In particular, only one of four PECs located in this village provided documents despite the fact that district commission is located exactly in this village. Stuffing with false voting bulletins was also recorded in this district. After the end of voting one member of PEC №140089 stuffed bulletins into the ballot-box during its opening, this was witnessed by observer.

Another constituency in Donetsk oblast (DEC №50) also has significant vote count problems. The fact of ballot stuffing was recorded in Dymytriv. According to witnesses   a group of soldiers came to polling station №140754 during the vote count. They withdrew all observers, journalists and commission members from the PEC premises stating that polling station is mined. After the troops left the station observers recorded that the ballot box contained much more ballots then before.

This constituency also showed abnormally high voter turnout. Extremely high turnout was observed in several PECs in Dymytriv. For example, polling station №140753 showed turnout of 90%. Also polling station №140752 located the same premises showed turnout of 75.67%, which is also very high.

The total turnout in Dymytriv was 75.7%. However, the turnout in other towns of the constituency is twice lower. In particular, Dobropillya showed turnout of 38.3%, Biletske - 39%, Bilozerske - 35.62%..

Election fraud also occurred in Mykolaiv. In DEC№132 (Pervomais'k) district election commission sabotages tabulation. Falsifications are committed in server room and most of DEC members secrete this crime. Voices for candidate Kornatsky are given to other candidates. During last night only 2% of the data was entered to the system "Elections", although the DEC accepted 100% of protocols long time ago. The head of DEC Zosimov tried to escape with the seal. The seat defended, but the head still escaped using ambulance. Criminal proceedings are started, police and investigators are present in DEC, but the fraud continues. Recently it is reported that the head and the secretary resigned. The CEC should immediately replace DEC members in order to restore DEC work.

Zhytomyr, Chernihiv and Lviv oblast have technical problems with vote counting. DEC №66 (Malyn) constantly has problems with Internet. The server goes down frequently which makes the process of data entering very slow. DEC №205 (Chernihiv) commission is extremely strict to PEC protocols and documentation. Only about 15-20 PECs passed protocols without elaborations. In Lviv oblast in DEC №121 (Drohobych) PEC №461717 recount votes is possible (according to the complaint of "Batkivschyna"). In DEC №125 (Staryy Sambir) PEC №461777 elections can be declare invalid as more than 10% of ballots are missing. Moreover, in this constituency server works constantly unstable.
