Two awareness-rising webinars were held – to raise awareness of civic observers on international and European standards of observation and reporting on election disputes resolution, as well as existing procedures and also to raise awareness of voters and candidates of existing election disputes regulations; example of election appeal form was developed and disseminated; monitoring of election disputes resolution held; two reports developed with recommendations on improvement of election disputes procedures.

PRELIMINARY REPORT: REVIEW OF ELECTORAL DISPUTES IN UKRAINE
A serious problem related to the system of electoral disputes in Ukraine is the system’s complexity, in particular, the existence of parallel jurisdiction ofelection commissions and courts, which in turn are divided into different instances. As a result, a complainant/plaintiff appeals to an independent authority and is not able to appeal against a decision, act, or omission.
